SOLUTION FOR TELANGANA!!!

1. Separate telangana from Seemandhra with Hyderabad as telangana state capital.

2. Hyderabad assumes temporarily as capital of Andhra for two/three years so that Andhra state can develop their own capital in that time. No extensions should be allowed and after 2 years hyderabad will cease to be the capital of Andhra state irrespective of any need for resolutions.

3. For developing Andhra state Capital, Andhra can assume some percentage of revenue from Hyderabad(around 5-10% each year) which would be huge given the amount of revenues generated by hyderabad each year.

4. All the employees who were recruited against the rules in the past 50 years are to be recognized. If still employed they are to be transferred immediately to Andhra. For those who were retired, Andhra state should assume their pensions and PF's. Such amounts calculated should be paid to telangana from the third year of state formation.

5. A consensus should be arrived regarding the fate of Polavaram Project. All the telangana lands that are going to submerge should be compensated by andhra state at telangana's discretion. However, Inchampally project should begin immediately with half of the total capital. Other telangana projects started in 2001 and promised to be completed by 2007 should be immediately realized.

6. Discrepancies in NSR should be corrected by measures recommended by experts.

7. SLBT and other remaining Krishna Projects should be immediately begin with joint financial support.

8. Center should assume some power regarding the Law enforcement(police) in Hyderabad to prevent any attacks on Andhras and their investments.
However the other administratorial activities of Hyderabad and its day to day affairs are entirely the responsibility of Telangana and MCH(acts as subsidary of Telangana state govt.)

  1. Well, reasonable. But then Andhra wud like to hang on to Hyd a lot longer, maybe 10 years! And then we know what cud happen, ala Chandigarh. Hyd continues to be the crux for all the moneybags who matter and we are yet to see what is up their sleeve.

    Anyway, right now I guess the committe thats going to come up wont directly jump into this framework. They may start doing some calculations to access the investments made by either side like the Bhargava committe on telangana surpluses in 1969. And then maybe after drawing conclusions, they wud announce starting the procedures to create Telangana. Like those in this post. Although I hope this wudnt be the case, looking at the pressure from Andhra, this cus very well b the case.

    That is why I included two different clauses. One is the strict time limit for development of their own capital.
    Second is the revenue allocation from part of Hyderabad revenue for the said period.
    If the first one do not push them to accept the fate and build the capital, the assumption of money to develop a new city will push them to develop the capital in that said period.
    Since the administration and jobs of hyderabad would be with Telangana nothing they can do after 2 years given that they can only run their assembly and few offices of their own.
    Eventually the officials would get wary of living in a city where their children and family are not considered local by the government.

  3. Committee is formed, The verbiage describing it is cautious. Maybe in couple of days v get more details.

    however, when they say common capital for 2 or 5 years, does it just mean having administrative infrastructure? or the joint-rule?? if its latter, its trickey,.but if its not latter then how easy its is to have a revenue-sharing agreement for the said number of years? Infact, i although I doubt their demands will end here, this of course is a good deal for both sides.

  4. A joint rule cannot be administered in case of Hyderabad. Imagine two administrations, two assemblies, two council of ministers trying to control one administration i,e Hyderabad. We will divide hyderabad like Berlin. Therefore the possibility of Joint rule is kind of impossible. But making Hyderabad as UT is possible if they think that as a Joint rule. And revenue sharing may be easy that way. But given the kind of history Andhra hold for their Machiavellian politics, I think they will definitely try to dominate. Therefore I think Hyderabad as Capital to host the administrative infrastructure for Anhdra temporarily is a good choice.
    Well, I acknowledge there would be a problem regarding revenue sharing. But there is a small egress. Every year the taxes the govt. collects, it is divided among the Union and the State. So if for the two years, the Union can assume higher percentage than usual from the revenues of Hyderabad, then instead of telangana providing directly for the capital of Andhra it would be the Union that provides the for the new capital.
    That way we can avoid the hassles of another debate. Well I am not quite aware of the possibilities, I am trying to get some input on this issue.

  5. Andhrite plutocrats wudnt fancy having Hyd as common capital unless they share the right to rule over it! How else wud they keep their businesses alive? Joint capital or some other jargon, they wud retain at least partial rights over Hyd.
    Declaring Hyd as UT would mean less revenues and more expenses for center going by present definition of UT. Either states wont fancy it but again the plutocrats wud see their properties value appreciate so they push for it.

    Right now it seems their pressure is working.
